The Planning Board welcomes Mont Vernon residents to join the Strategic Advisory Committee and Planning Board members to review and discuss Mont Vernon's 10 Year Capital Improvement Plan.

In 2023, the Strategic Advisory Committee worked with Mont Vernon's Selectmen’s Office, Department Heads, Planning Board, and Mont Vernon Committees to investigate Mont Vernon’s big capital expenses over the next 10 to 15 years. Our goal was to develop a Capital Improvement Plan (CIP) that could be used as a framework for moving forward. With this charter in mind, the committee met twice a month for the past year, focused on understanding The Town of Mont Vernon’s Capital Requirements related to:

  • Town Safety Organizations
  • Town Road Infrastructure
  • Town Buildings
  • Town Community

As a result, the committee:

  • The committee adopted a set of Guiding Principles to guide us
    • Transparency
    • Minimize expense peaks... develop a smooth line capital spending plan for the next 15 years
    • Capital Reserves Strategy to facilitate matching grants and minimize long-term interest payments
    • Balance tax Impacts while maintaining and optimizing town investments
    • Creative and alternative funding
  • Documented Department CIP Plans based on a series of conducted interviews
  • Developed a series of expense models to help inform sequencing and timelines for investments
  • Conducted Tax Impact Analysis to provide a directional understanding of tax impacts for residents
  • Finalized a living breathing CIP Timeline and Strategy for town review and adoption

We are optimistic that with annual review, maintenance, and resident transparency, this plan will further improve year over year.
