Historic District Commission 

Wednesday, September 22 

Meeting was held at the Selectmen’s Meeting Room in the Town Hall

Meeting was called to order by Rebecca at 7:03pm

Rebecca Schwarz, Howard Brown, Karolin Campbell, JoAnn Kitchel, Josh and Betsy Burkhard were in attendance.

 

Howard Brown, the Selectmen Representative, motioned to make Rebecca the chairman, Karolin the vice chair and JoAnn the secretary.  The motions were seconded and carried.

Josh and Betsy Burkhard brought plans for review for renovations and additions on their current deck on either side of the existing barn at 5 Hillcrest Ave. Renovations will match the existing style of the exterior in materials and esthetic. Questions were raised as to whether all abutting neighbors were notified.  Burkhard's confirmed that all were notified.  Applicants would like to begin this project as soon as the building inspector signs off on the application.  Motion made to accept; was seconded and carried.

The Daland Memorial Library is looking for feedback for a grant towards their building project and is asking for a letter of support from the Historical District Commission.  Rebecca will draft a letter of support. Motion made to write a letter of support; seconded and carried.

The issue of speeding cars through town was discussed.  The speed median in front of the General Store is need of replacement or repair. 

There is concern that large trucks are Jack Braking in the village.  It was suggested that the police chief might call the trucking companies to implore them to stop this practice.  Other suggestions: Selectboard posting signs for weight limits, lower speed limits and a noise ordinance.

Other concerns: the camper that is in view of Main Street.  Is it in the commission’s preview to require its removal?

It was discussed that the Commission hadn’t met for over two years, and in that time we have changed our selectman representative and a key member Carole Keeney has moved out of state. Commission is in need of up to 5 additional members. It was determined that the commission should meet once a month for the foreseeable future, this is a change from the charter that governs we meet four times per year minimum.  Meetings will take place on the 4th Wednesday of the month at 7:00pm in the Selectmen’s office. Next meeting scheduled: October 27th.

It was determined that the rules of procedure need to be reworked.  Carole had been working on this before she moved.  If she cannot be contacted, local towns will be contacted to review their rules of procedure.

Time was permitted for members to discuss items not on the agenda.
